Down payment assistance in Florida, and why so few people claim it

There is state money and county money, and most of it goes unclaimed every year. Not because people do not qualify — because they find out after they are under contract, when it is too late to apply.

The timing is the whole problem

Assistance has to be arranged before you are under contract. Almost every programme requires an approved lender, a homebuyer education course and an application, and none of that happens in ten days.

The order that works: education course, then a lender who participates in the programme, then pre-approval that includes the assistance, then look at houses. The order that fails: find the house, then ask.

Not every lender participates. Programmes work through an approved lender list, and a lender who is not on it cannot originate the loan with the assistance attached — no matter how good their rate is. Ask the question on the first call, not the fifth.

Where the money comes from

Three levels, and they can sometimes be combined.

  • State. Florida Housing Finance Corporation runs first mortgage programmes with down payment and closing cost assistance attached, aimed at buyers within income limits.
  • County and city. Many Florida counties and larger cities run their own programmes, often funded through federal block grants. These are the ones people do not know exist.
  • Employer and profession-based. Programmes aimed at teachers, first responders, healthcare workers and veterans exist in several jurisdictions.

How the assistance is usually structured

Rarely as a gift. Usually as a second mortgage, and the terms are the part to read.

The question to ask is not “how much” but “what happens if I sell in three years”. A forgivable loan with a ten-year term is a ten-year commitment dressed as free money.

The four things that disqualify people

  1. Income above the limit, which is set by county and household size and is higher than most people assume.
  2. Purchase price above the limit, also county-specific.
  3. Not a first-time buyer — though “first-time” usually means not having owned in three years, which lets a lot of people back in.
  4. No education certificate. The course takes a few hours and is often the only missing piece.
“First-time buyer” is a term of art. In most programmes it means you have not owned a principal residence in the last three years. People who owned a home a decade ago rule themselves out on the word alone, and it costs them thousands.
